The GST Council met on 8 October 2026 for its 57th meeting and recommended a long list of changes. Most headlines talk about law and tribunals. This guide picks out only what matters to a small shop or trader: faster refunds, easier registration, lighter penalties and relief on late fees — and what you should (and should not) do right now.
Key takeaway: These are recommendations, not law yet. Each one starts only after the government issues an amendment, notification or circular. Keep filing as you do today until then.
1. Faster GST refunds
The Council wants refunds to move with less manual checking:
- Extra cash in your electronic cash ledger — full refund to be sanctioned automatically, without an officer.
- Acknowledgement time cut from 15 days to 10 days. If the officer does nothing in 10 days, the refund application is treated as acknowledged.
- 90% provisional refund for eligible exports (zero-rated supplies) and inverted duty structure cases, through a risk-based system.
- The ₹1,000 minimum refund limit will apply to CGST + SGST + IGST together, not to each head separately.
- Refund of accumulated ITC on capital goods and input services allowed in specified inverted duty / zero-rated cases.
2. Easier registration (and cancellation)
- Auto-accepted amendments: changes to registration details (except principal place of business) will be accepted automatically.
- Revised REG-01 form and portal changes to reduce officer queries on new applications.
- Small online sellers (new Rule 14B): a simple, automatic registration in a State where you have no shop, using the e-commerce operator's warehouse as your place of business — if you pass on ITC of no more than ₹2.5 lakh a month.
- Auto cancellation: once pending returns are filed and dues paid, eligible cancellation requests (REG-16) will be processed automatically.
3. Lighter penalties and late-fee relief
| Item | Today | Recommended |
|---|---|---|
| Maximum general penalty (Section 125) | ₹25,000 | ₹10,000 |
| Minimum amount for a show cause notice | — | ₹10,000 total tax |
| Prosecution threshold | ₹1 crore | ₹5 crore |
| Penalty in non-fraud cases, if tax + interest paid within 30 days of order | 10% or ₹10,000, whichever is higher | 5% |
| Arrest power (Section 69) | Exists | To be removed |
Taxpayers with previous-year turnover up to ₹5 crore also get a proposed late fee waiver for specified delayed returns filed by the end of the month in which they are due. An optional quarterly scheme (ARQP) for B2C-only businesses up to ₹5 crore was approved in principle.
4. Other changes worth knowing
- E-way bill checks: goods in transit can be intercepted only on specific intelligence and with Joint Commissioner approval.
- More ITC allowed: blocks removed for items like outdoor catering, health and life insurance, free samples, and goods written off after expiry.
- Return changes from April 2027: better reconciliation in GSTR-1/1A/IFF and a way to fix GSTR-3B mismatches.
What you should do right now
- Don't change anything yet. No new treatment applies until it is notified.
- Watch the GST portal and CBIC notifications for the official dates.
- Keep returns and payments on time — auto refunds and auto cancellation both depend on a clean filing record.
- Check your GSTIN and business details in DAM: open Search, type GST Settings, and confirm the details match your registration. Use Reports to keep sales and purchase totals ready for your accountant.
- Ask your CA which changes apply to your business before acting.
